Provides funding for 151 clean water projects totaling approximately $1.7 billion in total loan amounts, including wastewater treatment, sewer system improvements, and stormwater management projects across municipalities like Passaic Valley Sewerage Commission ($296 million), Ocean County Utilities Authority ($50 million), and Bergen County Utilities Authority ($60 million)

Authorizes 59 drinking water projects totaling approximately $652 million, including major projects for Jersey City Municipal Utilities Authority ($155 million), Passaic Valley Water Commission ($72 million), and NJ American Water Company ($65 million)

Appropriates up to $1.5 billion for the Interim Environmental Financing Program to provide short-term or temporary loans to project sponsors, with funds drawn from various wastewater treatment, water supply, and revolving loan accounts

Sets loan terms requiring repayment within 30 years (35 years for federal Water Infrastructure Finance and Innovation Act projects, 45 years for combined sewer overflow projects), with project eligibility expiring July 1, 2026
