Authorizes the New Jersey Motor Vehicle Commission to issue special license plates honoring Phi Beta Sigma Fraternity, Inc. and Zeta Phi Beta Sorority, Incorporated, with design and colors selected in consultation with both organizations' international vice presidents

Requires a $50 initial application fee plus a $10 annual renewal fee, with proceeds (after administrative costs) deposited into a dedicated "Phi Beta Sigma and Zeta Phi Beta License Plate Fund" to support the mission and programs of both organizations

Prohibits use of state or public funds for initial implementation costs; the organizations must contribute up to $25,000 in non-public funds and submit at least 500 completed applications before the program begins

Allows the chief administrator to discontinue the program if the average cost per license plate exceeds $50 in two consecutive fiscal years

The bill becomes operative 13 months after funding and application requirements are met, and expires if those conditions are not satisfied within 12 months of enactment
