Prohibits the manufacture, sale, or distribution in New Jersey of synthetic hair products (made from materials like polyester, nylon, acrylic, or cellulose to resemble human hair) that contain intentionally added carcinogens, reproductive toxicants, or flame resistant chemicals

Bans synthetic hair products that emit volatile organic compounds (VOCs) when used as intended

Defines carcinogens based on classifications from the World Health Organization, U.S. Department of Health and Human Services, and EPA, including Group 1, 2A, A, and B carcinogens

Violations constitute an unlawful practice under the Consumer Fraud Act, punishable by up to $10,000 for a first offense and $20,000 for subsequent offenses, plus potential cease and desist orders, punitive damages, and treble damages

Takes effect on the first day of the 13th month after enactment
