Electric and gas public utilities must implement or maintain warranty programs that cover the full cost to repair or replace covered appliances

Covered appliances include furnaces, water heaters, solar panels, HVAC systems, heat pumps, refrigerators, stoves, dishwashers, washing machines, dryers, grills, gas fireplaces, and space heaters

Utilities must notify customers of the warranty program via bill insert every billing cycle for one year following enactment, using plain language to explain program elements and customer rights

The Board of Public Utilities is prohibited from allowing utilities to recover the cost of implementing these warranty programs through customer rates

Takes effect on the first day of the third month following enactment and applies to all contracts entered into on or after the effective date
