Requires that when both spouses are public employees eligible for health care benefits from their respective employers, the spouse with the highest annual compensation must select coverage for the family, and the other spouse becomes ineligible for coverage from their employer

Prohibits public employers—including the State, counties, municipalities, school boards, county colleges, and independent State authorities—from making any payments to employees who waive health care coverage

Applies to all forms of health care benefits coverage, whether provided through direct plans, insurance funds, joint insurance funds, or any other manner

Removes existing provisions that previously allowed employers to pay employees up to 25% or $5,000 (whichever is less) of the savings when employees waived coverage

Takes effect on the first day of the sixth month following enactment, but does not impair obligations in collective negotiations agreements already in effect on that date
