Creates a new Department of State Police as a principal department in the Executive Branch of New Jersey State government, separating it from the Department of Law and Public Safety

Establishes a Commissioner of State Police, appointed by the Governor with Senate approval, to lead the new department and report directly to the Governor rather than the Attorney General

Transfers all functions, powers, duties, and employees from the current Division of State Police to the new department under the State Agency Transfer Act

The current Superintendent of State Police would automatically become the Commissioner upon enactment and serve the remainder of their existing term

Takes effect on the first day of the fourth month following enactment
