Mandates that municipal construction officials submit annual reports on enforcing agency staffing, expenses, and code compliance, with the Department of Community Affairs authorized to determine appropriate staffing levels and require corrective actions

Authorizes the Department of Community Affairs to issue penalties against enforcing agencies that fail to meet inspection obligations, maintain required documentation, or ensure adequate staffing levels
