Imposes a $0.40 per line monthly fee on commercial mobile services and IP-enabled voice services to fund the state's 9-8-8 behavioral health crisis system

Exempts recipients of the federal Lifeline program (low-income telecommunications assistance) from paying the fee

Creates the "9-8-8 Suicide and Crisis Lifeline Trust Fund Account" in the Department of the Treasury to receive fee revenues

Funds from the account will support 9-8-8 Lifeline Contact Centers, Mobile Crisis Outreach Response Teams, Crisis Stabilization and Receiving Centers, Crisis Diversion Homes, Certified Community Behavioral Health Clinics, and public awareness campaigns

Requires the Department of Human Services to submit an annual public report by December 31st detailing funds collected, expenditures, service expansion assessments, gaps in crisis care coverage, and fee adjustment recommendations
