Passaic Valley Sewerage Commissioners must maintain minutes of all meetings and public hearings, and no official action may be taken unless it occurs at a meeting for which minutes are provided

A certified copy of meeting minutes must be delivered to the Governor, and actions taken at meetings have no force or effect until 15 days after delivery

The Governor may approve minutes in writing before the 15-day period ends to make actions effective immediately, or may veto any action taken by the commissioners to render it null and void

Governor's veto powers must be exercised with due regard for bondholders' rights and cannot limit the commissioners' obligations under existing bond covenants or agreements

If the Governor does not notify the commissioners of a veto within the review period, the minutes and corresponding actions automatically take effect
