Mandates release of software program algorithms used by the department to calculate State school aid, regardless of whether the department considers the software proprietary

Overrides existing public records law provisions that might otherwise exempt such data or software from disclosure

Requires the department to provide a district-by-district reconciliation demonstrating that total local share plus total equalization aid equals total statewide adequacy budgets

Addresses transparency concerns for school districts experiencing State aid reductions under the 2018 school funding law (S-2/P.L.2018, c.67)
