Expands the Child Advocacy Center-Multidisciplinary Team Advisory Board from 14 to 17 members, adding representatives with expertise in problematic sexual behaviors, care management organizations, and the State Central Registry

Establishes the "Problematic Sexual Behavior Program" administered by the New Jersey Children's Alliance to coordinate statewide responses to youth under 18 who engage in or are impacted by developmentally inappropriate sexual behaviors, including technology-facilitated behaviors like sexting

Creates a "Sexual Contact Between Youth Screening and Referral Team" within the State Central Registry to assess reports of child abuse or neglect involving problematic sexual behavior and determine appropriate referrals

Establishes the "Child Treatment Assistance Fund" to cover medical and mental health service costs for youth involved in problematic sexual behavior cases and their families

Requires specialized care coordinators in northern, central, and southern regions of the state to provide free care coordination services, including assessments, referrals to medical and mental health services, and connections to community resources
