Prevents publishers from including contract terms that prohibit libraries from disclosing contract details to other libraries, the Legislature, or the Attorney General

Classifies violations as unfair competition and deceptive practices under New Jersey's consumer fraud act, allowing libraries, borrowers, or the Attorney General to bring enforcement actions

Declares contracts containing prohibited provisions unconscionable and unenforceable, with any waiver of the bill's protections void; applies to contracts entered into after the effective date
