Agencies must increase income thresholds if determined appropriate, considering factors such as alignment across programs, alternative thresholds like State median income, and aggregate costs

State agencies must request public comment or seek assistance from other agencies when determining appropriate income threshold increases

If low-income energy efficiency program thresholds are increased, the Board of Public Utilities must assess whether to adjust moderate-income program thresholds to prevent overlap and expand access

The act expires upon completion of all required income threshold increases by State agencies
