Expands New Jersey's Community Solar Energy Program by requiring the Board of Public Utilities to open registration by October 1, 2025 for an additional 3,000 megawatts of solar energy projects beyond existing goals

Sets a deadline of December 31, 2029 to complete registration of all 3,000 megawatts, with the BPU required to adjust SREC-II levels and bill credit discounts to meet this target

Maintains the 5 megawatt maximum capacity limit per individual solar energy project

Requires the BPU to establish auditing and enforcement standards for project compliance, including verification of commitments to low- and moderate-income customer access and bill crediting

Allows low- and moderate-income residential customers to self-attest their income for eligibility verification when participating in community solar projects
