Amends the "Energy Bill Watch" program to clarify that notifications on the 10th and 20th day of each billing cycle must be sent "during the week of" those dates rather than exactly on those dates, with usage data reflecting information from at most two days before the notification

Allows residential smart meter customers to choose their preferred notification method (text message or electronic mail) for receiving mid-cycle usage updates, rather than defaulting to text message only

Requires utilities to notify customers about the program via bill insert or electronic mail (instead of text message) when the program becomes available, including information on how to opt for text message notifications

Mandates that utilities send notifications via electronic mail as the default if a customer does not express a preference for text message or email

Applies to electric public utilities that transmit and distribute electricity and gas public utilities that distribute gas to residential smart meter customers in New Jersey
