Extends the pilot program for out-of-state barber licensing by an additional three years, allowing barbers from other states or foreign countries to obtain provisional permits while awaiting full New Jersey licensure

Expands eligibility to include barbers who worked in jurisdictions that do not issue barbering licenses, not just those with existing licenses from other states or countries

Provisional permits are valid for 120 days and can be extended if the applicant continues to meet program criteria and their license application remains pending

Expands the pilot program from a single city to four designated "pilot cities": Elizabeth, Passaic, Paterson, and Perth Amboy

Permit holders must work under direct supervision of a New Jersey-licensed barber and make good faith efforts to obtain full state licensure
