Expands expungement eligibility under the Drug Court/special probation program to include juvenile delinquency adjudications and offenses under the Revised Statutes and municipal/county ordinances, not just Title 2C offenses

Removes the requirement that a person must have no convictions during their special probation term to qualify for expungement; instead, only crimes specifically barred under N.J.S.2C:52-2 subsections b or c disqualify a person

Allows individuals to extend their special probation term by up to 12 months to resolve pending charges or maintain expungement eligibility

Shifts responsibility for distributing expungement orders from the petitioner to the court, reducing administrative burden on individuals seeking relief

Applies retroactively to persons previously discharged from special probation, allowing them to seek expungement under the expanded eligibility criteria
