Appropriates $107,999,000 total to the Department of Environmental Protection from constitutionally dedicated corporation business tax revenues, the Garden State Green Acres Preservation Trust Fund, and the Preserve New Jersey Green Acres Fund to help local governments acquire and develop lands for recreation and conservation purposes

Allocates $22,427,000 for land acquisition projects across 22 municipalities and counties, including planning incentive acquisitions, open space acquisitions, and site-specific projects in locations throughout New Jersey

Provides $80,252,000 for park development projects, including $29,145,000 for State aid-eligible municipalities and densely populated counties, $11,951,000 for densely/highly populated areas, $6,638,000 for standard park development, $4,247,000 for stewardship activities, and $28,271,000 for completely inclusive "Jake's Law" playgrounds

Establishes a $3 million Planning Grant program to provide matching grants to local governments for preparing plans to identify recreation and conservation needs and opportunities

Designates $2,320,000 for administrative costs and requires Joint Budget Oversight Committee approval for any transfer of funds or changes to project sponsors, sites, or types
