Expands New Jersey's "Nosey's Law" (P.L.2018, c.141) by removing exclusions for domestic cattle, bison, dogs, cats, horses, ponies, donkeys, mules, and rays from the definition of "wild or exotic animals" prohibited in traveling animal acts.

Adds two new animal classifications to the prohibited list: Lagomorpha (rabbits and hares) and Rodentia (rodents).

Restricts outreach program exceptions so that educational or conservation programs using covered animals may only be conducted at educational institutions, rather than at any location.

Maintains existing exemptions for USDA-licensed permanent facilities, institutions of higher education conducting research, and governmental entity outreach programs.

Violations remain subject to penalties under P.L.1973, c.309 (C.23:2A-10), excluding criminal penalties.
