Electric public utilities must submit transmission project proposals to the Board of Public Utilities (BPU) for approval before constructing new transmission lines or modifying existing ones

Proposals must identify potential impacts on the environment, scenic sights, historic sites, and public safety, as well as document all associated costs

Proposals must demonstrate the project meets a need by providing public benefits such as improved reliability, increased economic development, reduced consumer costs, or meeting increased energy demand

Utilities must identify any alternative project ideas that would meet the same need at a lower cost

BPU has 90 days to review proposals and must approve them only if determined to be reasonable, within the public interest, and cost effective
