Requires the Department of Environmental Protection to ensure prescribed burns occur annually in the pinelands area and statewide, starting within one year of enactment

Sets escalating minimum acreage targets over six years: Year 1 requires 25,000 acres in pinelands plus 10,000 acres statewide, increasing to 50,000 pinelands acres plus 20,000 statewide acres by Year 6 and beyond

Mandates all prescribed burns be conducted between November and March, prior to New Jersey's wildfire season

Allows prescribed burns to be conducted by the state, federal government, or private landowners/lessees operating under the existing Prescribed Burn Act

Directs multiple state agencies including DEP, Department of Agriculture, Highlands Council, and Pinelands Commission to incorporate prescribed burn requirements into all environmental and land management plans
