Creates a new business permit category for "pool and spa service businesses" that allows them to serve as general contractors for all aspects of pool and spa building, installation, and service contracting

Requires pool and spa service businesses to obtain a permit from the Pool and Spa Service Contractors and Pool and Spa Builders and Installers Advisory Committee before performing any work

Mandates that at least one employee of the business hold a valid pool and spa builder/installer license or pool and spa contractor license

Business permits must be renewed every three years, with application and renewal fees required

Allows subcontractors working under a pool and spa service business to perform work without obtaining individual licenses, provided they work under the supervision of a licensee
