Upgrades the penalty for failing to report child abuse from a disorderly persons offense to a fourth degree crime, punishable by up to 18 months incarceration, a fine of up to $10,000, or both

Upgrades the penalty for failing to report child sexual abuse from a fourth degree crime to a third degree crime, punishable by 3-5 years incarceration, a fine of up to $15,000, or both

Creates a new fourth degree crime for knowingly failing to cooperate with child abuse or neglect investigations conducted by the Division of Child Protection and Permanency or designated entities within the Department of Children and Families

Applies to persons who have reasonable cause to believe child abuse or sexual abuse has been committed and fail to report it
