Requires all registered voters in New Jersey to automatically receive mail-in ballots for every election without needing to apply, unless they notify the county clerk in writing to opt out or fail to vote by mail for four consecutive years

Allows voters who receive automatic mail-in ballots to vote in person at polling places on election day or during early voting by surrendering their mail-in ballot (including the outer envelope with their name and address) to a poll worker, eliminating the need for a provisional ballot in such cases

Extends the period for county boards of elections to begin opening and canvassing mail-in ballot inner envelopes from 5 days to 10 days prior to election day

Requires all mail-in ballot return envelopes to have prepaid First-Class postage and permits polling places to be designated as locations to receive voted mail-in ballots with appropriate chain of custody procedures

Mandates that the Secretary of State update the online voter registration system within 180 days to allow voters to modify their mail-in ballot preferences, and requires counties to conduct voter education campaigns about the automatic mail-in ballot program
