Requires the Department of Children and Families to approve an applicant (teaching hospital with children's hospital, freestanding psychiatric hospital with pediatric beds, or DCF-licensed residential facility) to develop standardized curriculum and training for reunification therapy

Only State-licensed mental health professionals who complete the approved training program may provide reunification therapy services, including court-ordered reunification therapy

Appropriates $3 million from the General Fund, with a possible additional $2 million, to cover development costs including classroom space, administrative staff, and teaching staff

Mandates collection and public disclosure of data on success and failure rates of reunification therapy, including review of individual therapist success rates

Takes effect on the first day of the 13th month following enactment, allowing the department to take anticipatory administrative action beforehand
