Adds "roadside right-of-way solar energy facility" as a new category eligible for Solar Renewable Energy Certificate II (SREC-II) incentives, defined as solar panels installed on land 30-100 feet from road centerlines within state control

Establishes annual generation targets of 50 megawatts per year for roadside right-of-way solar facilities under the small solar facilities incentive program, alongside existing targets of 300 MW for net-metered facilities and 150 MW for community solar

Requires the Board of Public Utilities to consider traffic volume and emissions burden of adjacent road systems when evaluating roadside solar projects for SREC-II value assignments

Subjects roadside right-of-way solar facilities to the same siting restrictions as other grid supply solar facilities, prohibiting construction on preserved farmland, Green Acres land, wetlands, Highlands preservation areas, and Pinelands preservation areas without a waiver

Requires annual reports to the Governor and Legislature to include information on roadside solar progress and future public-private partnership opportunities for expanding clean energy generation on roadway rights-of-way
