Preserves property owners' right to voluntarily install electric appliances and does not restrict government incentives or rebates for energy-efficient technologies

Allows emergency safety orders restricting combustion-based appliances only when demonstrably unsafe to operate

Reflects legislative concern that electrification mandates may increase costs, strain electric infrastructure, and disproportionately burden low- and moderate-income residents in older homes
