Requires the Rutgers Economic Advisory Service at the Bloustein School of Planning and Public Policy to study the economic impact of all military installations in New Jersey on the state's gross domestic product

The study must analyze direct and indirect economic impacts at state and county levels, including operating/capital budgets, construction projects, military and civilian employment, and tax generation

Report must be submitted to the Governor and Legislature within one year of the bill's effective date

Appropriates $155,000 from the General Fund to Rutgers to conduct the study

"Military installation" is defined as any base, camp, post, station, or other Department of Defense facility in the state, excluding civil works and flood control projects
