Authorizes registered courier services to receive and fulfill orders for instant lottery game tickets (scratch-off tickets) electronically within New Jersey, expanding their current authority beyond draw-based lottery games

Requires the State Lottery Commission to establish a voluntary self-exclusion list for problem gamblers who wish to be barred from participating in State Lottery games

Persons on the self-exclusion list forfeit the right to collect any prizes, winnings, or recover losses from lottery participation, with forfeited amounts going to the State General Fund for compulsive gambling treatment programs

Protects the commission, lottery agents, and courier services from liability for failing to prevent self-excluded persons from purchasing tickets, and keeps the self-exclusion list confidential from public records requests

Allows the commission to fine courier services up to $5,000 per incident for willful violations of self-exclusion regulations, plus potential license suspension and forfeiture of any winnings obtained from self-excluded persons
