Requires app store providers to notify parents and obtain renewed consent when developers make significant changes to apps, including changes to data collection, age ratings, monetization features, or app functionality

Establishes that violations constitute unlawful practices under the Consumer Fraud Act, and allows minors or their parents/guardians to sue for attorney fees plus the greater of actual damages or $1,000 per violation

Takes effect immediately, with age verification and developer compliance requirements taking effect one year after enactment
