Directs the New Jersey Board of Public Utilities to conduct a study evaluating the potential deployment of advanced transmission technologies (ATT) by electric utilities, including grid enhancing technologies, dynamic line rating, advanced conductors, and topology optimization

Requires the study to assess ATT attributes such as increasing transmission capacity and efficiency, reducing grid congestion, improving reliability and resiliency, reducing wildfire risks, and enabling connection of new renewable and zero-carbon energy generation

Mandates evaluation of locations experiencing grid congestion for 50+ hours annually over the past three years, estimating costs to ratepayers and assessing technical feasibility of ATT solutions

Requires the board to hold at least two public stakeholder meetings and review ATT policies from other deregulated states to develop recommendations for encouraging ATT adoption in New Jersey

Requires submission of a written report to the Governor and Legislature within one year of enactment, with publication on the board's website
