Expands the New Jersey Commission on Environmental Education from 23 to 33 members, adding representatives from the Office of the Secretary of Higher Education, Board of Public Utilities, Department of Agriculture, and an environmental justice organization

Requires efforts to appoint public members who live in, work in, or represent overburdened communities subject to adverse cumulative environmental stressors

Adds new commission duties including advising on implementation of climate, sustainability, and environmental literacy education throughout the state, and maintaining an inventory of environmental education resources including climate change materials for K-12 students

Removes outdated duties such as overseeing the 1989 Plan of Action and providing technical assistance to the Legislature on environmental education legislation

Requires the commission to organize a regional (rather than global) forum on environmental education every three to five years and submit annual reports on accomplishments and recommendations to the Governor and Legislature
