School districts in first-class cities with Mayor-Council form of government must have nine-member boards of education, with three appointed by the mayor, three appointed by the city council, and three elected by voters

Board members serve three-year terms, with appointments and elections staggered over three years during implementation

During each of the first three school years after enactment, one member from each category (mayor-appointed, council-appointed, and elected) joins the board

Applies specifically to cities operating under the "Optional Municipal Charter Law" Mayor-Council Plan of government
