Appropriates $222,000,000 to the Department of Corrections for designing and constructing a new women's correctional facility in Chesterfield Township (Burlington County) to replace the Edna Mahan Correctional Facility for Women

Appropriates $25,128,000 to the Department of the Treasury for capital construction projects recommended by the New Jersey Commission on Capital Budgeting and Planning, including psychiatric hospitals, correctional institutions, and developmental centers

Authorizes remaining fund balances to be used for retiring and defeasing State debt, with the State Treasurer required to report to the Joint Budget Oversight Committee on how debt retirement benefits the State

Requires the Joint Budget Oversight Committee to meet at least quarterly to review and approve capital project proposals submitted by the State Treasurer

Deems capital project recommendations automatically approved if the Joint Budget Oversight Committee fails to meet during a quarter and the recommendation was submitted more than 45 days before the quarter's end
