Establishes a three-year pilot program administered by the New Jersey Motor Vehicle Commission to allow testing of fully autonomous vehicles (SAE Level 4 and 5) in closed testbeds and on open roads throughout the state

Requires autonomous vehicle testers to register each vehicle, maintain at least $5 million in liability insurance, and ensure a trained operator is seated in the driver's seat capable of taking immediate manual control at all times

Creates a seven-member oversight task force including public safety officials, transportation experts, autonomous vehicle developers, insurance representatives, and consumer advocates to monitor the program and provide quarterly reports

Mandates safety requirements for all test vehicles including redundant safety systems, crash-avoidance technology, cybersecurity protections, data recording capabilities, and visible markers identifying them as autonomous

Authorizes platooning for autonomous commercial trucks on highways and requires collision data to be reported to the Department of Transportation within 48 hours, with a final evaluation report due six months after program completion
