Establishes a Children's Partial Hospitalization Pilot Program within the Department of Human Services to provide NJ FamilyCare reimbursement for intensive mental health services delivered to children ages 5-14 at non-hospital locations

Currently, partial hospitalization services must be provided in hospital settings to qualify for NJ FamilyCare reimbursement; this pilot allows one approved provider to deliver these services in a community-based setting

Selected pilot participant must meet all existing federal and state requirements for children's partial hospitalization services, demonstrate an implementation plan, and apply for approval as a Children's System of Care provider

Division of Medical Assistance and Health Services must submit a report to the Governor and Legislature within 36 months of selecting the participant, summarizing implementation and making recommendations for program continuation

Pilot program expires 36 months after the participant is selected, and the Commissioner of Human Services must seek necessary federal waivers to secure Medicaid matching funds
