Requires automatic enrollment of eligible New Jersey households into utility bill payment assistance programs that provide ongoing assistance, including the Universal Service Fund, Winter Termination Program, and Summer Termination Program.

Mandates the Department of Human Services enter into a memorandum of understanding with the Department of Community Affairs, Board of Public Utilities, and other relevant state agencies to share recipient information.

Covers households receiving needs-based assistance including Temporary Assistance for Needy Families (TANF), Work First New Jersey, Supplemental Nutrition Assistance Program (SNAP), and Supplemental Security Income (SSI).

Excludes one-time grants or limited-use assistance programs from the automatic enrollment requirement, applying only to programs providing ongoing assistance.

Takes effect on the first day of the sixth month following enactment, with agencies authorized to begin establishing memoranda of understanding and regulations in advance.
