Requires the Governor's annual budget message to include a detailed report on societal benefits charge revenues and expenditures for the five most recent fiscal years plus the current fiscal year

Mandates itemized reporting of revenues allocated to demand side management programs including energy efficiency, distributed energy resources, renewable energy programs, and planning/administration

Requires disclosure of funds allocated to the Universal Services Fund, including amounts for the Lifeline Credit Program and Tenants' Lifeline Assistance Program that assist low-income utility customers

Requires reporting on Plug-in Electric Vehicle Incentive Fund allocations, including the light duty plug-in electric vehicle incentive program

Mandates disclosure of societal benefits charge revenues retained by each electric and gas public utility as approved by the Board of Public Utilities

Takes effect immediately and first applies to the fiscal year beginning July 1, 2026
