Expands mandatory criminal history background checks to all youth serving organizations, including for-profit sports teams, leagues, athletic associations, and private athletic lesson providers serving persons under 18 years old

Requires employees, volunteers, and organizers of youth organizations to undergo background checks at least once annually, with checks coordinated through the Department of Law and Public Safety and State Bureau of Identification

Establishes civil penalties for organizations failing to request background checks: up to $500 for first offense, $750 for second offense, and $1,000 for third or subsequent offenses

Creates fourth-degree criminal penalties (up to 18 months imprisonment and/or $10,000 fine) for employees or volunteers who knowingly participate while disqualified, or for organizers who disregard or fail to obtain required background checks

Allows employees or volunteers who already received equivalent background checks through schools or national/international youth athletic associations to submit that proof instead of obtaining a duplicate check within the same calendar year
