Public utilities providing electric, gas, sewer, or water service must respond to and resolve customer complaints arising from non-elective work performed by third-party contractors they hire

Utilities must establish internal processes to document complaint handling, including customer information, incident details, all communications, and final resolution

Public utilities assume liability for property damage caused by third-party contractors, unless a pre-existing contract executed before the bill's effective date states otherwise

Utilities retain the right to enter indemnification or contribution agreements with third-party contractors to recover costs

The bill does not apply to complaints about elective work or services that customers specifically requested from contractors
