Extends the duration for annual incentive grants under the Casino Reinvestment Development Authority (CRDA) Urban Revitalization Program from 20 years to 40 years following completion of a district project in Atlantic City

Increases the cap on total combined grants a developer may receive from the project and room funds from the approved cost of the district project to five times the approved cost

Allows district projects whose eligibility for annual grants has already lapsed or expired to receive grants for an additional 20 years from the bill's effective date, subject to the new five-times-cost cap

Maintains the existing $2.5 million annual cap per district project for sales tax-based grants from the project fund

District projects must include at least 150,000 square feet of entertainment, retail, dining, non-casino hotel space, or residential units within CRDA-designated entertainment-retail districts
