Expands eligibility for urban aid under P.L.1978, c.14 to include fourth-class cities in sixth-class counties that have either the highest effective property tax rate in the county or rank in the top 3% of distressed municipalities statewide per the Municipal Revitalization Index

Additionally qualifies municipalities in sixth-class counties with populations between 2,000 and 2,200 (per the most recent census) that meet the same tax rate or distress criteria

Retains existing qualification criteria including requirements related to ADC (Aid to Dependent Children) children counts, publicly financed housing, equalized tax rates, and equalized valuation per capita
