Increases the maximum grant for hiring security personnel or security-related training and planning from $10,000 to $50,000 per approved application

Raises the maximum grant for target-hardening equipment from $50,000 to $150,000

Expands eligible grant uses to include security-related training and planning, in addition to personnel and equipment

Allows applicants to qualify for all categories of grants (personnel, training/planning, and equipment) in the same grant cycle, removing the previous restriction limiting applicants to one category per fiscal year

Increases the minimum annual budget request for the program from $2 million to $10 million
