Amends existing law to explicitly grant crime victims the right to deliver victim impact statements directly to the defendant, not just to the sentencing court, at any trial, hearing, or proceeding where such statements are permitted

Requires the defendant to be present when the victim makes their in-person statement, unless the court determines the defendant cannot attend due to physical incapacity, injury, or illness

Preserves the existing right of victims to make in-person statements to the sentencing court prior to sentencing, in addition to written statements included in presentence reports

Takes effect immediately upon enactment
