Designates State Highway Route 10 from milepost 0.0 to milepost 23.51 as the "American Legion Memorial Highway" to honor members of the American Legion

Prohibits the use of state or other public funds for producing, purchasing, or erecting signs bearing the highway designation

Authorizes the Commissioner of Transportation to accept gifts, grants, or other financial assistance from private sources to cover costs of signs

Requires an agreement with a responsible party for sign costs before any work can proceed or funding can be accepted by the Department of Transportation

Commemorates American Legion members' service during World War I and their continued support for veterans and service members
