Renames the Office of the Ombudsman for Individuals with Intellectual or Developmental Disabilities and Their Families to the Office of the Ombudsman for Individuals with Disabilities and Their Families, expanding its scope to serve all persons with disabilities rather than only those with intellectual or developmental disabilities

Creates a deputy ombudsman position appointed by the ombudsman to act in the ombudsman's stead during absences or when conflicts of interest arise, and authorizes the ombudsman to hire sufficient professional and clerical staff

Expands the office's authority to receive complaints from individuals with disabilities and their families, obtain information and records (including confidential records) from state departments, and consult with other state ombudsman offices

Broadens the relevant departments covered to include Human Services, Children and Families, Labor and Workforce Development, Education, Health, and any other agency providing services to individuals with disabilities

Requires mandatory annual reports to the Governor, legislative leaders, department heads, and the public through the office's website, with no more than 365 days between consecutive reports
