Prohibits retail businesses from adding convenience fees or similar fees when customers pay with cash (legal tender)

Amends New Jersey's existing law (P.L.2019, c.50) that already requires retailers to accept cash as payment

Violations carry civil penalties of up to $2,500 for first offense and up to $5,000 for second offense; third and subsequent violations constitute unlawful practices under consumer fraud law

Exemptions remain for airports (with conditions), municipal parking facilities, mobile-payment-only parking facilities, motor vehicle rental companies accepting certified checks, and sports/entertainment venues with 10,000+ seat capacity

Applies only to in-person retail transactions, not telephone, mail, or internet-based purchases
