Prohibits New Jersey State agencies, departments, and political subdivisions from disclosing personally identifiable autism-related data to any entity outside the State without specific authorization

Allows disclosure only when the individual or legal guardian provides informed written consent, a court order or subpoena requires it, the disclosure is necessary for essential services (educational, medical, employment, housing), or State/federal law mandates it

Requires all disclosures to be limited to the minimum information necessary and anonymized where allowed and practicable

Defines "autism-related data" as personally identifiable information maintained by a State agency revealing an individual has been identified as autistic

Defines "informed consent" as voluntary written authorization given after the individual is clearly informed of the nature, scope, purpose, risks, and potential consequences of the data disclosure
