Directs the Board of Public Utilities to adopt standards requiring electric distribution lines to be installed underground in areas affected by major catastrophic events, wherever feasible

Applies to new electric distribution lines installed after the bill's effective date, as well as lines installed, reinstalled, or repaired in response to damage from a major catastrophic event

Defines "major catastrophic event" as natural disasters (thunderstorms, tornadoes, hurricanes, floods, snowstorms, ice storms, earthquakes) causing service interruptions to at least 10% of customers in an operating area or triggering a state or federal emergency declaration

Requires the BPU to consider federal regulations, industry codes, engineering judgment, and utilities' ability to obtain municipal consent, easements, and permits when adopting standards

Takes effect 90 days after enactment
