Mandates registered mold contractors maintain commercial general liability insurance of at least $500,000 per occurrence

Prohibits the same contractor from performing both mold inspection and mold remediation/abatement work at the same premises to prevent conflicts of interest

Imposes civil penalties of up to $5,000 for first violations, up to $10,000 for subsequent violations, and $10,000-$25,000 for false statements made during registration

Takes effect 60 days after enactment, with the Division of Consumer Affairs authorized to adopt emergency regulations effective for up to 270 days
